How can I call collect from Germany?

Actually you can. You call the operator and ask to place an "R-Gespraech" . That's the german term for a collect call. They will then call the party in whatever country and ask that they accept the charges.
It's even easier if you use an american long distance carrier.

You cant. Germany does not do collect calls. You have to buy a calling card or have someone from the states call you.
