Japan. Few persons of other races can immigrate there and become citizens. Inter-racial marriage is extremely rare and children of such unions are treated extremely bad at school.
Other countries may discriminate more based on religion, but in Japan it's strictly based on race.

not sure but it has to be an islamic country. on the grounds they seem to hate everyone who is not muslim. (The welsh are also pretty bad, they hate everyone born outside there own street)
