A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

To ask questions is the best way by far. When your in a chat room just ask what it means, you would be suprised most people will help you, if not don't get mad. just look for someone else to ask.
If your talking about computers, then the net is your place to go crazy on learning, it's all sitting there waiting for you to learn, you just have to find the place to learn, pick your subject and do a seach on google.
Well, hope all the best for you and your new learning!

I think speaking to people is the best way. it is ok even if u make mistakes, dont worry, afterall u learn by mistakes. so, just keep talking and watch lots of tv, coz when u hear to it, u will grasp a lot of things like grammer, pronunciation, new words etc
