Hula Hoops are plastic toys with plastic balls inside that rattle. Although the plastic shouldn't hurt your fish, I wouldn't leave the hoop in any pond or tank the fish lives in, on the off chance there might be some kind of chemical contaminant on it from the manufacturing process. Just the same as I wouldn't recommend you put it in your mouth, the fish shouldn't either.

It depends whether you mean the plastic hoops which kids play with or the crispy snacks...
The plastic toys are a source of fun and excercise for your fish.
The snacks are a source of food.. probably ok, but your fish wont like the salt in the water - so they might die. Of couse, if you go to the ocean and feed hila hoops to sea fish, they will love the salt.
