Sounds like your drive is full of crud. Try wiping an alchohol soaked q-tip over the drive post on the motor under the turntable. They get quite a build up as the belt wears away with use. Oh yeah, you'll definitely want to change the belt as well. Better yet, take you turntable to a qualified techincian and let him to it. He can also calibrate your turntable while he's at it.

is it old enough to be a 33 or 78 or 45 combination? That will do it sometimes. If the belt is in the heat or cold it can affect the performance of the turntable.

Could be that the belt is loose and needs replacing. Also, it could be an electrical issue. If you want it fixed, try lookng online for a repair shop near you. Yes, there actually are some out there lol

I have one of this issue by my customers. U should try to refurbish those oxidised parts in the tone arm and hydralic parts.

If u are certain the problems lies in the motor or unstable voltage, u can use a visdual test dics from any record shop, from there u can determine the source of ya problem.

You need a new belt for it. The one u have is worn out.
