There isn't any type of power surge when turning on a light. Electrical items such as refrigerators that have motors do take up more power due to the fact they have motors and they are best left on all the time, but a light bulb does not have a motor or require more energy during start up.
For security purposes though, if you are elderly or live in a high crime area you might want to leave your lights on. Leaving a 60 watt light bulb burn 24 hours a day only cost a few pennys anyway so regardless of your choice you will not go bankrupt over leaving your light on.
Also from my personal experience, a cheap Dollar General light bulb will give you about the same usage as an expensive bulb purchased at a hardware store will. Go for the bargain.

Light bulbs should be switched on and off as you enter or leave a room.
Fluorescent tubes need to be kick started, this is what uses up a lot of initial energy. I'm not sure that it uses 11 minutes up but as a rule you should not keep turning them off when you expect to be turning them back on shortly afterwards - 10 minutes can't be far wrong.

I don't know about that but I can tell you that 1/3 of the electric used is for light and 2/3 of electic is heat.

I think a normal bulb is supposed to be turned off, but those flourescent strip light tubes apparently use more energy to light up initially and should be left on.
