I work in the council and can tell you from my own experience that it is full of uneducated morons. The biggest morons, quite naturally, happen to be in management.

Because to work for the council, any council, you have to be totally uneducated. I know my local council is completely useless. There is a lot of underhandedness(is that a word?) when it comes to council friends but they don't care about intelligent people. Maybe that's the problem. They are making all the intelligent people redundant. They think these people might try to do something about all the illegal stuff the other idiots are doing. They can deny it all they want but I could write a novel on all the things my local council has done wrong just to me and my family.

When people are required to work Sundays the council is probably contractually obliged to pay double time. Presumably people only work on Sunday when necessary. So despite making redundancies and cutbacks, the council cannot get out of its obligation to pay double time on Sunday.

File a complaint in the proper forum against the head of the department so that he will be administratively charged for making redundancies and approving unauthorized padded overtime pays.

It is to do work that needs to be done on weekends.
It is also to fire "less brilliant staff"
