The Tlingit and Haida believe in the Kushtaka, the soul-stealers who lure humans away from home never to be seen from again. He is reputed to be an otter-man who can take the form of loved ones or other attractive people. It is a myth used to explain why some people just wander away up there never to be seen or heard from again.... or sometimes they return with no memory of what happened.

I found the girl in the movie "The Ring" to be the most disturbing of all. I like the stories in Greek Mythology about the Sirens on the rocks, the ships would see them and crash into the rocks. I also like ghost stories about someone getting justice for a wrong, like in Ghost Story, an old movie.

My favorite monsters are Aliens and Godzilla with Rodan and Gamera running up close behind in a tie for 3rd. I don't really know of any urban legends here in California besides Bigfoot and that one is kind of old. Good question!!

I live in Alaska, so we hear stories about Kooshda ka. (Land otter man.) Kooshda ka comes up from the river and changes into a man. He befriends you then takes you, so you would live in the river with him. It was told to keep children from going down to the river. And to scare older kids. It was effective when I was younger but they didn't scare me when I got older.
