if you are speaking about bags under your eyes, believe it or not you can diminish those with preparation H. If you are talking about the dark circles, you just need to get more sleep. Hope my answer helped.

First and foremost you should know that the under eye area is one of the most sensitive areas on your body. Because the skin is so delicate and thin under your eye it needs a lot of care.
* First you need a really good eye cream with SPF in it.
-try Estee Lauder, Biotherm, or even Ponds has a great one.
-you are never to young to start using an eye cream (I started using eye creams when i was 15 and I'm 23 now.)
-just make sure when you buy one it is catered to you and your needs. You don't want to end up buying an eye cream that is for women in their 50's because they need a different type of eye cream.
-you should use the eye cream at night and in the morning. You can get a day and a night cream or just buy one for now and use it for day and night.
*Secondly make sure you get a good nights rest!!! It really does help.
*Last but not least you should be drinking plenty of water. You should drink at least 64oz. a day. Drinking water is extremely helpful to your skin!!

If you are refering to bags and black rings under your eyes, you need to sleep/hibernate to make up for the lost sleep. There are also cosmetics/hydrating agents you can apply to your "rings" overnight. If you want to mask them, just use some skin toned skin foundation. It works wonders.

sleep for long time...dont spent so much time on computers or Telivision... and put cocumber..on your both eyes.. before sleeping...
