Historically and present day?

1) United States.
From central america to south america, to Afghanistan in the 80's to Africa, the United States is not only the worlds biggest arms dealer, but we have also historically sponsored dozens of "freedom fighters"--including Al Quaida.

2) Saudi Arabia.
Home of some of the world's best-producing oil fields, many Saudi's are awash in oil wealth from consuming Western nations... and being the home state of Islam itself, have had a record of funding terrorists against their very customers. Saudi funds are what supported much of the Sept. 11th attacks.

3) Iran.
Also a country of oil wealth, though not so much as it's neighbors perhaps; its fanatical fundamentalists have supported terrorists world wide, including support to Hezbollah, and virtually anyone who is opposed to the United States and western culture in general.

4) Israel.
Israel has its terrorists too. Who can blame them? When Palestinian suicide bombers are blowing up buses and roadside cafes, they've decided to fight fire with fire.

5) Britian/UK
Im not privy to many specifics, but they are guilty of many of the same "freedom fighter" plots as the US that helped to win the Cold War for our side. Which brings us to...

6) Former Soviets (Russia + other republics)
Soviets trained many secret police organizations around the world and taught many guerilla organizations their operation tactics. Some of them turned back on their masters... i.e. the Chechens.

Terrorism isnt anything new.
