Why it's needed in the first place. History of it.
As the Internet became more accessible by the general public, it became easier for "hackers" to gain access to systems.
Before, it was a computer, modem and wardialers to dial up masses of phone numbers to find host systems that would answer. Caller ID was developed to help sysops track the numbers of callers who dialed in their systems.
