It doesn't, as long as the project manager has support of high-level stakeholders. Project managers typically work outside the normal organizational structure, borrowing resources from it on an ad hoc basis.

Make it simple, old system from top to bu-tom, dictating and checking the result of project. And new system ; however, gather information and opinion of different level for improving the project among other things involved.
