I want to continue my study in electrical engineer (communicaion)
for phd degree. I have a master now. I'm jordanian

You cannot get a PhD for free. The professors must be paid for their time.

In many programs at American universities you can indeed get a Ph.D. for free if you teach a class every semester, at least in many fields. I'm not sure about engineering. Look at websites for engineering programs at universities that you're interested in attending and see if they offer teaching assistantships. This means your tuition is free and you'll be paid a small stipend to teach one class to undergraduate students. However, you will have to pass the TOEFL exam; to teach, your English has to be very good.

If that doesn't work out, you may also be able to qualify for a fellowship or another source of funding. Don't give up!

Scholarships and government aid can go pretty far in helping you do this, its only if you want to spend the time and pull the resources to get it done.

Check the campus financial aid office, its what it's there for.
