Stop changing thins in the tank. Your tank needs to develop the beneficial bacteria needed to deal with fish waste.

This film is harmless organic material attracted to the oxygen on the surface of the water. Try moving the filter up a little so that it breaks the surface of the water. On a larger tank i would recommend buying a surface skimmer that you hook up to the intake of the filter.

You may want to check the bottled water you are using, as well... some waters actually have an oily texture to them. Evian is one example.
While this water will not 'cause' the problem, it will 'enhance' the problem. Try a different brand?
Two things should completely solve this for you: surface agitation of the water (think "make bubbles") and a cleaner fish tank (think "vacuum").

Sounds like algae to me. Make sure it isn't in direct sunlight... I have a 2.5 gallon betta tank w/ no filter, and I get a film on the water which I just skim off, too.

try Tetra Aqua Safe. i am not sure if bottled water is the right water to use. is it distilled. if not try that, or just go for tap water and use the aqua safe water conditioner, it removes all the chlorine from tap water. got 2 aquariums going now. 1-50 gal. 1 55 gal, have no problem with slimy residue, which by the way is called ick.. and if they are in direct sunlight, you need to move them.

is it the whisper internal 2-5 filter, if it is they dont work for anything. get the water tested and see if theres anything going on chemically. try feeding less and reduce the amount of light

You might be having problems with your pump malfunctioning because if it was working right it should be cleaning out this mysterious film. So, maybe try a new pump. Good luck.
