If it has to maintain a minimum pressure which it could not then it has to run. Check connected pressure valves and cutting in and cutting off valves.

If you've had problems from day one, you have control wiring problems. Your thermostat may not be wired properly. If this is just happening recently, you most likely have a faulty thermostat or compressor contactor. If you know something about electrical work, you can test the "Y" wire from your thermostat to the common wire. You should have the 24 volt ac control voltage. If it isn't, the outdoor unit has a panel holding the electrical components. Turn off the power and see if the contactor is welded shut. If you can't identify the contactor, call a technician. This troubleshoot shouldn't take longer than 15 minutes. The repair itself may take longer though.

By switching the thermostat control to off- everything should shut down. And stay off. So...........
Thermostat may be malfunctioning and keeping the unit going.
OR
Control wiring to the contactor switch shorting to power source.
OR
Inside the unit, with the compressor, is the "contactor switch" that engages the 220volts to the compressor. This is a mechanical switch with contact points inside.... these points can "weld" together and keep the current going. Or the spring inside it broke - and now not separating the points.
Lots of votage inside that unit ... if your not sure of your abilities...get someone who is. ALWAYS pull the disconnect switch located on or near that outside compressor box before going into the wiring.

Sounds like you have a leak somewhere, and the compressor is running to make up for that leak.

it should be just awhile after you turn off the control may be some minute is normal just because of cooling the motor
