First, when you look for a hotel in Vegas consider this. All of the big hotels on the Strip are great. The most important things to consider are location, price, and in the summer you want to consider the hotel’s pool area. So, stay on the strip in the center of all of the hotel locations so that you can walk to see all of the hotels and casinos, and all of the free attractions. The best place to stay to do that is in one of the hotels on or nearest to Flamingo Rd & the Strip. At that corner is Caesars Palace, Bellagio, the Flamingo, Ballys, and the Paris hotels. I am not saying you need to stay in one of these but stay close to them. I do recommend the Flamingo and Monte Carlo hotels if you are looking for a good price, location and pool. If you are having a special occasion, stay at Bellagios or Caesers.
The next thing to consider in picking the BEST place is price. Rates go down in the summer (and again after Thanksgiving, until about mid-January (except new years eve when prices double)). So pick a place that has the best price for you. Caesars, Wynn, The Venetian, and Bellagio will cost top dollar all of the time (like $150 and up) per night during the summer. The Flamingo, Ballys Monte Carlo, and some others you can get into for around $100 (but most times for less) during the low seasons.
Its also more expensive in all Vegas hotels on Friday and Saturday nights by $40 to $60 more. So to get a lower rate plan to go to Vegas on Sunday and stay through Thursday night. In the summer you probably want to spend some time at the pool areas, which in Vegas are fabulous. All of the big hotels have great pool areas. But the Mandalay Bay and Monte Carlo hotels have wave pools, and lazy rivers for tubing or body floating. The MGM has a huge lazy river. The Flamingo has a water slide (not big but nice and refreshing) and also a water fall. The pools at Caesars and Bellagio are good because they have multiple pools and plenty of places to sit. Caesars even has a topless pool areas called the VENUS POOL.
I have stayed at Mandalay Bay, Excalibur, MGM, Monte Carlo, Bellagio, Caesars, the Rio, the Flamingo, Ballys, and Harrahs. But the BEST place for me when I go is who has the best price. Again, all of the Strip hotels are great. So shop the web sites, look at the hotel rate calendars, and go when the price is the lowest. That's the best place to stay on the Strip.

Here's the deal with Vegas (as I visit often and am moving there soon): Go with the cheaper hotel room and spend your money on activities (and alcohol, heheh).
Almost all the rooms are nice, especially on the Strip. If all it is gonna be is a place to crash, then how nice it is doesn't really matter. You could be staying in Motel 6 for all it truly matters (although staying in a hotel on the Strip is a lot more glamourous). So you go for the cheapest deal you can find, as everything is within walking distance from each other (or a short cab ride if you're too smashed to walk).
My suggestion would be to check out the website below (Vegas.com) and see what you can get for a good price. If all you're gonna do there is get hammered and crash, then you should go for the cheapest deal, as the more expensive hotels are only marginally better than the cheaper ones, and only better in ways that aren't going to matter to you by that point anyway.

I go to Vegas every other week for business and all the way spend less on a room. You aren't going to spend that much time in your room anyway.
I celebrated my 21st there 6 years ago and had a blast.
Luxor in general is a great hotel. How many times are you going to get the chance to stay in a pyramid? The only thing that stinks is it is farther down the strip so more walking towards the mainstream hotels (Ceasars, Bellagio, Venetian).
Have fun and tell the bartenders it's your 21st and they should comp your drinks - they did for mine. ;)

This is a no-brainer....are you coming to Vegas to sit in a hotel room?? NO of course not, save the hotel money and spend it on other activities. If like most you only report to your room to sleep a little shower and go on. They all have nice pools and are all pretty similiar on the inside.
I have been in Bellagio rooms they are not that much nicer than Luxor or other hotels.

I'd personally reccomend staying at the Rio. It's off the strip, so it's cheaper, nicer, and there's lots to in the hotel. If you want to go to the strip, you can take a cab they're not badly priced. You can also check into Treasure Island if you want to stay on the strip.
Check online at their websites and with travel agents, a lot of times you can get really great deals on combination packages especially depending on when you're going.

Don't spend a lot of money on a hotel. When you came back to your room at 5am drunk as hell, your not going to care if your bed is turn down with a chocolate on the pillow. Stay some were nice but not to pricey. The likely hood of you being in your room on your vacation is pretty unlikely. Vegas is a party town there is alot to to!!!!!!! and sleep wont be one of them. If your turning 21 there is a place in old down town Vegas in Fremont square called La-buoy( its a little casino on the Fremont square walk way) it has every alcoholic slushy under the sun!!!!! From mudslides to margaritas(go there!!!). If your up for fun with your boyfriend?! There is a two story strip club called the Olympic in old down town Vegas. The down stairs has female strippers for the guys and the upstairs has male stripper for the ladies (and they are cute). So pick your poison and have a blast. REMEMBER WHAT HAPPENS IN VEGAS STAYS IN VEGAS!!!

IMO, if you're just going to get smashed and have a good time, but not wanting to gamble that much, then spend the extra $$ on the Bellagio.
If you're wanting to do some hard core gambling, go to a lesser hotel, with a smaller gaming floor...the odds are better the smaller the casino is.

I vote for the Bellagio--it's right in the heart of everything...Luxor is toward the south end of the strip...although I have had a blast there too....Luxor isn't that much cheaper...I don't think the Rio is going to have any rooms due to WSOP....

I stayed at the stratosphere. its way at the north end of the strip, and is quieter. the maid service was terrific, but they didn't speak any english. You can see the whole strip from the top of the tower and the view at night is amazing. And the bonus is that its cheaper than either of those by a big deal. Its actually within walking distanceof fremont street,(about an hour's walk) if you like walking but its probably too hot right now to be walking anywhere.
