Yes you can. Here's how:
1. Open the image you want to resize in Photoshop.
2. Click "Image" on the toolbar and scroll down to "Image size".
3. Click "Image size" and a dialogue box will appear asking you how you want to resize your photo. It gives you the choice to resize by Pixel or by document size.
Just go on from there and choose, press okay and presto! Picture resized.

Open the image you prefer to resize in Photoshop. 2. click "photograph" on the toolbar and scroll all the way down to "photograph length". 3. click "photograph length" and a communicate container will look asking you techniques you prefer to resize your photograph. which photoshop do you have? Yes you can change the size of your picture. I cant remember exactly how to do it step by step but I think it is under the edit menu.
I think it is Edit>>re size image>>then what size you want to re size it to. I could be wrong. I don't have photoshop on this computer but if you would I like when I get off work in 7hrs I can email you exactly how to do it.
