This is a good way to alert everyone through the network. I sincerely hope that someone, some organisation could take part of this energy to help this man to become better. He looks in dire need of rehabilitation. Before we proceed further to make a monster out of him, is there someone who can do something for him? I'm too far off in Asia to do anything directly.

and drag him through a crowded city
and then throw him

do you mean the man in the photo on the left called airso something? you can be sure if i ever see this thing i will recognize him immediately what should we do after making a citizens arrest?can we charge him on your say so? please be more specific too vague do you want him arrested and punished for his crimes? please more instructions and details needed.in the meantime i will contact the spca in my area with a copy of your accusation so we can get started on this dangerous individual and stop him before he hurts or kills others.
