About the only dwarf octopus is the blue ring and they are highly poisonous. Not just toxic - deadly. You get bit you most likely die. (and it sounds like they dont have any qualms about biting). If you have several hundred dollars and a death wish you can find these for sale.
Otherwise occasionally you will see small octopus sold in fish stores - usually at a fairly high cost liveaquaria has them listed for $50. And they are difficult to take care of - special care and tanks than are totally sealed. I have heard of people that have had them. No tankmates at all. They will grow a lot bigger and even if you can keep them healthy their livespans are only a couple years. If they ink in a aquarium setting I've heard they usually die soon after.

Yes, but they can be difficult to care for being poisonous and able to escape out of the tiniest hole. Their ink can foul the water easily and be very difficult to remove from the tank. Oh yeah, they are nocturnal so you will rarely see them. You may have to order them from your local marine aquarium store

yeh, but if you put it in a fish tank and a fish scares it then be prepared for a black fish tank that you cant see through. also dangerous to the fishes that live inside the tank and may take hrs before the filter cleans all the ink up.

I'm sure there are small octopuses, but they may not be available in a pet store. Your best bet may be a cuddlefish or squid.

most octopus will grow bigger than your leg.
and are very hard to take care of in aquaria. and if you mess up you can kill a 500 + usd costing tank.

yes you can, i don't remember the species but right now on ebay, a guy by the name of old diver has them available.check them out.he is very reasonable as far as price is concerned.
