According to legend, members of what would be the Sex Pistols and Siouxsie and the Banshees attended a Ramones show sometime in '74 or '75 - can't recall if it was at CBGB's or in England - and at the end of the show, several of the attendees asked members of the band how to start their own bands. So, the Ramones are considered the original punk band, even though they were really much more a traditionalist rock band (albeit playing at quadruple speed with distortion). Listen to *any* vintage Ramones song ("Beat on the Brat", "Sheena is a Punk Rocker," etc.) back to back with any 50's or 60's rock and roll song - "Rock Around the Clock," "At the Hop," etc., and you'll see the exact same patterns, chord progressions, etc. The biggest indicator of the Ramones "classic rock" cred is their name itself - Paul McCartney would use the name "Paul Ramone" as an alias when checking into hotels, and the band chose the name because they were all such huge Beatles fans.

Others have said the MC5 or Iggy Pop, and arguments could be made for them as well. Iggy can certainly be considered the grandfather of punk, but it was really the Ramones who were in the right place (New York City) at the right time (mid seventies). I'd not include the New York Dolls, because they were much more a glam band, in the tradition of early Roxy Music or Gary Glitter. So, the Ramones it is. The Pistols weren't so much a band as a statement of Malcolm McLaren's. Their musical output was pretty minimal.

I believe, the Ramones may possibly beat The Pistols out, but, barely. The Ramones performed under that name in 1974, with The Pistols coming in the fall of 1975. (Really Close!) Ramones are generally considered to be the "first punk band", but, that may also be because of their popularity, compared to The Pistols. The Pistols were inducted into The Rock & Roll Hall of Fame earlier this year!

The weren't really the first, but The Ramones have had a lot of influence in the rock, punck, heavy, hardrock, you name it.

Sex Pistols was a boy band with safety pins made by Malcolm Mclaren and they were famous but they didn't play for more than one year.

Neither, its the velvet underground. But if we want to say who came in first it would be the Ramones. Sid learned how to play guitar by taking speed for three days straight and listening to ramones records over and over again until he got the riffs.

its like matthew lilliard said in the movie 'SLC Punk', who knows and who really cares! all that matters is that they put out great stinking music at the same time! they define the genre and will never have anybody sound the same as they did.
