Yes. Me. You need to be 21 to gamble and they're REALLY strict about it. So if you're not 21, don't try.
I went last summer and I was only 20. We just went to all kinds of shows and stuff. We also walked through all the casinos and stuff. There's SOOO much to see even though most people just associate Vegas with gambling, drinking, and drive-through weddings. Drive around, walk around, explore, go to shows, etc. You'll have tons of fun.
If you still can't find anything to do. Collect the cards for the "escorts" stuff. There's little cards the size of baseball cards all over for "prostitutes" (only they're not called that). My sister (17) and I (20) collected them for a week. We set them all up like trading cards and handed out "decks" to our guy friends when we got back. It was actually a lot of fun. Nothing private is actually visible on the card, there's like stars and telephone numbers and stuff in the way. But it was still fun and gave us something to do besides gamble or drink lol!

Besides the obvious, gambling, Vegas has a ton of shopping, TONS of shows and even theme parks. You can also take a trip to the Hoover Dam.
If you like going to see the high end shops (ie: Gucci, Armani, etc) most of the high end resorts have their own shopping area. You can see a $1000 wallet to a $4000 gown just by window shopping.
Vegas has a couple of outlets and they will even pick up at the strip.
If you want to catch a show, but don't want to spend a ton of money, flip through your Visitors Guide in the hotel room. They have coupons (ie: buy one get one) and there's the Coca Cola ad. In the Coca Cola building you can get 1/2 price tickets on the day of the show. You got to get there early and usually its not the big hits like Avenue Q, Phantom or Celine Dion, but you can get a show for 1/2 off nonetheless.
You can also do the spa thing or just relax by the pool.
The city is opened all night, so you can do anything ANY TIME!
If you like eating, they have world class restaurants too! Each restaurant has 2, 3 and 4 star restaurants, and the hotter they are, you will need a reservation. For a great deal, try Mr. Lucky's at the Hard Rock Cafe/Casino. They have a great steak and shrimp deal for $7.77. You get a soup or salad, steak and grilled shrimp for $7.77.
Or, do what I do.. just hop casino to casino! Each casino is so unique inside, that you can just see each one, and that will take you all day! There's a monorail you can take, but it cost money. You can buy an all day pass or a 10 stop pass (you can share the 10 pass with a friend).
If you don't have a car, the strip has a bus that runs up and down. It cheap to ride it. If you do have a car, use the hotel valet service. Its free (well tip the guy a few bucks) but the bad part of driving is the traffic on the strip can get real conjested. Unless you know the back routes, its easier to walk or monorail it.
When I go to each casino, I sign up for their "Players Card". Its free and you can get deals using their card. Some will give you discounts on food and drinks, some will comp you rooms when you gamble with them. Plus, they make great free souvenirs!!

Oh, yes. My first trip to Vegas about 5 years ago was planned around the RIDES. My sister and I wanted to see Star Trek: the Experience and we went on the simulator rides at Caesars and Luxor and Excaliber as well. We also did a lot of sightseeing and didn't gamble a nickel. In more than a dozen trips since then I learned to gamble, but it's the sights, restaurants, and entertainment that make Vegas for me. More great stuff to check out:
The Mirage volcano, Fremont Street Experience, Quark's (Star Trek restaurant), Stratosphere Top of the World restaurant, Caesars Forum shops, Venetian canals, Luxor pyramid, New York New York "streets" and 9/11 Memorial, Elvis impersonators, Liberace museum, Rio carnival in the sky, buffets galore, and shows, shows, shows. Whew.

It is very possible to go to Vegas and not gamble. I have gone for five days and spent at most $20 gambling. It wasn't difficult not to because we were so busy doing other things that we didn't take time to gamble. Just wandering up and down the Strip is enough to distract you from gambling. There is so much to do, trust me that you won't miss the gambling.

Gambling is no longer the main draw to Vegas. The shows, the shopping and the tours are all better than sitting at a table and blowing the kids college fund.

It is possible -- and many people do.
There are hotels that have no gambling -- such as the Four Seasons (right next to mandalay bay).
Shows are a great alternative and they range from tame to anything but tame. Food is as varied as your palate. The weather is usually nice -- albeit hot right now. The hotels are mostly fantastic and almost all have great spas.
I have to admit I've never done it, but I think it would be fun to go and not gamble -- so as to focus so much on all the other things that are there to do.

Yes. I only spent a total of $7 gambling and only that because my kids called and wanted to know why I wasn't gambling. There is enough to do just sightseeing that you don't have time to gamble. I was there a week, and didn't see everything that I wanted to. I'm planning on going back this winter for a longer time.

I have been to Vegas at least six times, without dropping a nickle.
Just have to think of friends that have lost everything, including suicide after getting the gambling fever. It is addictive!
On the other hand, you might consider a maximum entertainment
expense, and simply walk away after it is gone.

Yes. We took our kids once just to see the sights. We went to the Fremont Street Experience, M&M World, the Stratosphere, the lion habitat at the MGM Grand, the white tiger habitat at the Mirage, the fountains at the Bellagio, the wildlife habitat at the Flamingo, and the Adventuredome at Circus Circus. We also walked through some of the hotels like New York, New York that are fun to see. I did not spend one cent in a casino on that trip.

Absolutely! Roller Coasters in several hotels, the hotels are cool to just walk through, take in some great shows, the Tropicana has the Titanic Museum, Hoover Dam is not very far and they have bus tours that run everyday, as well as the South Rim Grand Canyon tour. At the canyon, you can take a helicopter ride. I highly recommend it! Awesome.
