Pinnacle Studio, version 7 has a processor that allows you to zoom in and out, stretch and squeeze and pan and scan. It costs around $70.00

I used it to convert a video that was recorded in 16:9 to edit with a video that was recorded in 4:3. They both came in to the 4:3 quite well, but If I wanted a 16:9, it would have put black bars on the side of the 4:3.

I didn't want the bars on the top and bottom, so I zoomed and panned.

I haven't used Adobe Premiere, but I hear it is powerful, but not easy to use. Studio is easy to use and pretty powerful as well.

Good Luck and remember editing video takes a lot of time!
