I don't think is annoying at all, it's different just like Miley Cyrus'. I think they wanted to make Hannah Montana different from the normal Disney shows. The same thing they did with That's So Raven and that shows a big hit. Besides that's not really how it sounds. She exagerates it for the show.

Her voice is different. That's why they hired her as the friend on Hannah Montana. It's not dull and boring you have to admit. It makes people pay attention to her.

Emily's voice is good, it's not a average voice. It's unique, different, and its NOT annoying!
