First of all turtles cannot live in "any condition" as a previous poster stated. They need adequate space, uva/uvb lighting, basking rock, proper diet and plenty of water. But that isn't the question. It does sound like it is normal if you don't see the spots outside of the water. What type of turtle you have may also matter. The best place for you to get information, see pictures and meet other turtle owners who may have experienced the same thing, go to http://turtleexchange.smfforfree.com. Best place on the net right now for turtle info.

I have four myself.
Turtle can live in any condition.
When your turtle get older those spots will get bigger but will pale away.
