An old fashioned TV tube type screen allegedly will implode, opposite of explode, because of the vacuum in it, if you hit it hard enough. That can indeed spread lots of small pieces of glass around the area. I was taught this back in the 60's when I studied electronics. We were taught to find the place they seal it at the back, and break that off, thus letting in the air.
As far as electrocuting anyone involved, that is very unlikely, since the instant it shorts, the high voltage supply is shorted out.
Of course, LCD or similar types of displays aren't made with the vacuum principle, and probably not high voltage either, so your only physical risk is being killed for wrecking the TV. :)

If its turned on and you stick your hand in it, you'd probably get electrocuted. The shattering glass depends on how you break the tv, more than likely it will shatter but not shoot it everywhere. You should ask him how he knows and if it happened to him!!

no chance of electrocution, and likely implodes into vacuum,
therefore little if any glass explosion.
