It depends on what you mean by "boring" and if you know people.
Let's say that you are visiting a state and do not know anyone. I would have to go with North Dakota on that one because of its sparse population and lack of scenery.
Nevada is boring in places where there aren't people or towns (want to get plumped down in the middle of a desert?).
Y'know, there have been times I've been bored in New York City and Chicago but had the time of my life in Anson, Texas and Concordia, Kansas.
Don't knock Kansas--we've got the best barbecue in the world. There's also a good deal of outdoor sports (hunting, fishing, the like) great basketball at the University of Kansas and some real fun football in the Big 12. Go to a Kansas State University football game sometime--it's a blast!
Yeah, those guys who drove around Kansas really blew it. Excitement is where you find it!

This is a true story:
I have good friends who had to drive from Ohio to Salt Lake City because of a family emergency. When they were planning their return trip home, the decided to skip Kansas because it was so boring. So they went up, over and back down to skip Kansas. It added over 12 hours to their trip. I don't think they'll ever skip Kansas again!!!

If you hunt hard enough there is something interesting about every state. Sometimes the hunt is the interesting part. If your bored get a Delorme guide for your state. You'll find something to see. Or check out www.geocaching.com

North Dakota has farm land and nothing more. The winters are cold and bitter. There are no big cities like New York where you can see movies and plays or concerts. There are no mountains so there is no winter sports. There is no real natural wonders. And unlike Illinoio there is no history to speak of.
