Put 3 bags on each side. IF a side is lighter than the other side, put 1 of them on each side and you will have an answer. You will find one lighter than the other, or if they are even it is the unweighed third bag.
If they were even when weighing the 6 bags, then it is one of the 3 remaining bags. Put 2 of them on each side. You will find one lighter than the other, or if they are even it is the unweighed third bag.

Pick 8 bags, and weigh 4 of them on each side
Depending on which way the scale goes, divide the lighter 4 up into two. Then guess which one is lighter between the two.
