Somewhat true. He was on his way to Harvard, then Homer introduced him to alcohol.

Beer at a keg party was first, otherwise Barney was on the fast track for a PhD! But in one episode, Moe was shown with a voodoo doll of Barney to keep him coming back to the bar.
However the best Barney episode is also unfortunately the one that Fox will not air, for now, because it was the Simpsons trip to New York City.
Barney winds up the designated driver at Moe's on the very night he wins the contest for Duff Man and the Duff Girls to make a personal appearance at his favorite bar.
Stressed out and losing it, Barney drives everyone else home safely, then leaves Homer's car parked in the courtyard between the twin towers of the World Trade Center. While Homer has all kinds of problems trying to reclaim his car, the rest of the Simpsons have a grand ol' time in NYC.
Of course because of 9/11, it will be awhile (if ever) before this episode is shown again.

Homer used peer pressure to get Barney to try one beer just to shut Homer up, and instantly became the Barney we all know and love.
