I am very ticklish and I LOVE to be tickled - in the privacy of my house. I am very self-conscious when I am tickled in public because I never like to be to center of attention.
She has every right to like it in private but not in public. Please respect her feelings.

If she gets aroused by tickling, then she probably thinks everybody reacts like that. So, she thinks that if you tickle her in public everybody thinks "those girls are doing the hanky-panky dance". Of course it is not like that, if she tickles you in public what people with no tickle fetish will think is "oh, this girls are having fun", or even "she is punishing her for something"... Other reason might be that she doesn´t know how to react to the stimulus in public, like its overwhelming for her and she wants to scream and moan, but finds it awkward to do it in public.
Anyway, I think you should respect the fact that she doesn´t like to be tickled in public. Maybe you can talk her to tickle you? If she doesn´t want to do that either, then dont push it.

Tickling in public for your own pleasure is that obvious violates her will is mean. There are many things I fully enjoy in the presence of my own home that I would not wish for my husband to do to me outside my home. It's called manners, respect, and courtesy. If you need public attention, that is your issue, but she has obviously already discovered she does not. So, try being a real sister - the kind that appreciates her uniqueness and respect her wishes.

I don't know anyone who likes to be tickled in public. Would you let a stranger tickle you? I assume the answer is no. So why would you or anyone else want to let strangers see you being tickled?

Probably because when tickled, a person breaks down and loses control over his or her self. That should be done in the comfort and privacy of one's own home, not out in public. Please respect her.
