What is a good ratio for handicapped parking spots, say out of 100 spots at a public facility, ie library?

Wondering if anyone is aware of general standards or any Federal Regs that specificlly deal with ratio of parking spots that must/should be designated for handicapped parking in a parking lot that accesses a public building, such as a school or library.

This information is found in The Americans with Disabilities Act guidline for Accessibility for building and facilities. It is found in Section 4.1.2 Accessible Sites and Exterior Facilities: New Construction. The spaces range from:
1-25 parking spaces minimum of 1 accessible spaces
501-1000 2 percent of total sppaces
1001 and over 20 plus 1 for each 100 over 1000. The actual chart goes into detail about the number of parking spaces and the minimum required accesible spaces. Other parking facilities are also covered in this act. You can also find the minimum width required for accessible spaces and van accessible spaces.

where I'm from the ration is 1 per 35. However, you should probably grab some demographic stats for your area - these are priceless! See if there are a high number of old people (or any disabled people) in your area and adjust the parks accordingly.

If your vehicle is spotted in a handicap stall, it can be ticketed or impounded. If it wasn't marked properly, you can take pictures and show them to a judge, who will decide on wether or not to reduce or dismiss the fine. Parking in a handicapped spot in California generally gets your car towed, a $276 ticket, or both.

I do believe there is a federally mandated number, but many times it is too high and they go unused (in my city anyway).
