They absolutely do offer free makeovers with professional consultants, and no you're not obligated to buy anything.
I can tell you from personal experience that they get really busy during the summer and especially on weekends. If you call ahead you can schedule the appointment so that you don't have to wait.
Other places that offer makeovers are Christian Dior, Lancome, and Clinique counters at Macy's/Marshall Fields. In fact, I've found the Christian Dior artists are extremely well trained and do absolutely wonderful makeup. Again, call and schedule a time to meet with someone so that you get their undivided attention and they know what you're looking for before you get there.

Yes. Every time I go in Sephora, I see consultants making people up. I think you may have to schedule for an actual makeover, but the workers there will help you out with brand, colors, etc.

I don't know that they are all professional makeup artists, but you can get advice and help in selecting products. I don't know if they charge for a full makeover, but you should either pay for the makeover OR buy at least one product.

I don't think it's free. However, usually MAC Stores have one day a month or so, usually a weekend, where they will have free consultations. Their sales staff is always very helpful, but if you don't mind the wait check out your local store to see what day, or if at all, they have consultations! Good luck!
