I have to say I love this question! I am not sure, since there are several countries, England, US, Australia, that raise cows for food and then there is India that won't kill cows because they believe they are sacred. They let cows run the place. They are reincarnated people on their way to Nirvana. So, it could be any one of them!

perhaps is in Japan, if you look into their food industry, the demand and export for cow meat is a huge num. But, New Zealand also feed a lot of cows, but they feed sheeps more than cows. US also export cow's meat. No one really count on the number of herd of cows in the country, but the number of the herds they export.
