I live in a cloudy cold rarely sunny place and I have been able to grow plumeria terrificly for years, as long as you put them in a pot with great drainage good fertilizer and sun , they should do fine.

Make sure you water your plumeria on a regular basis or it will die. I did not water my plumeria enough when hot weather came along and white spots appeared. Not long after the plant died. Plumerias can not get too dry. Plumerias in the Northwest bloom in late spring or early summer.

Depends where you live. If you live in Hawaii, plumerias are all over the place and bloom all year. If you are in San Jose, CA (near where I live), plumerias NEVER bloom and barely survive at all.
