No. Eminent domain should reserved for what it was intended for...public works for the public good....like highways, schools, etc. Economic development is something that the private sector should handle. If your city wants to rehabilitate a brownfield or something like that, then tax subsidies/abatements or some other incentive can be offered...but let the market decide which properties are best suited for development.

Eminent domain decisions should probably be limited severely now if we are concerned about the sustainability of our communities, actual resource needs, and what future development should be. Most of our country is actually overdeveloped and overconstructed already, while inner cities have lost infrastructure. Our cities look like some kind of ringworm infection: eating their way outward in a circle, with the center dying a slow death.
