Yes you can restore factory settings...
But, better still, you might like IE7 Beta 3...
It works well, and is the next generation from MS from Vista...
Download it here:

Are you sure he deleted Internet Explorer? It is realllly hard to remove it. Did he installed Firefox? If he did then there is a good chance he didn't delete Internet Explorer but rather he set Firefox to be the default web browser for your computer. During the installatin process, Firefox asks if you want Firefox to be your new default web browser. If he answered yes then webpages and links will be opened in Firefox. Another possibility is that the Internet Explorer's shortcut on the Start menu was deleted. To check if you still have Internet Explorer installed, go to Local drive C: ( or whatever letter is your hard drive) > Program Files and search for an entry for Internet Explorer. If it appears then IE is still installed on your computer. Another way to check is to go to Start Menu > Control Panel > Add/ Remove Programs > on the left panel, click on "Add/Remove Windows Component." If there is an entry for Internet Explorer then it is still installed on your computer. If it doesn't then "yes" your boyfriend deleted it. If it is deleted then you can add it back on this menu. Stay on this last menu and insert your Windows Installation CD in to your CD drive. When asked, choose to "add Windows component" and select Internet Explorer.

Can you say more about the error? The answer by ERKZH may be right, you may just have to go to programs and right click on explorer and make a new shortcut on your desktop or you may have to uninstall it and reinstall it. If you do, go to Add Remove programs and uninstall IE there. Go to Control Panel--> Add Remove Programs--> Add Remove Windows Components and uninstall IE. Then reinstall or download it from here http://www.microsoft.com/windows/ie/default.mspx for the latest version.

It is most likely that Internet Explorer is not actually deleted, just hidden.
If you go to C:\Program Files\Internet Explorer you should still be able to access Internet Explorer.

i'd. *lol* in case you have been soliciting for version numbers i'd be aggravating. yet yeah, it is one among those bargains: i do in comparison to disruptions to my frequently happening daily stuff. And getting to grasp an entire new browser and getting THAT safeguard on my computing device would be a disruption. to no longer point out, my demanding disk drives (i think of I certainly have "2" however the different one ought to nicely be a logical partition, i'm undecided) are small-ish. i do no longer particularly have room to run 2 browsers at as quickly as, to any extent further than i can run 2 finished anti-virus courses at as quickly as (firewalls, greater crap and all). issues get heavily bloated and then my computing device slows to a loss of life-crawl as my considerable demanding disk lots up. And nicely, i've got heard Chrome gets heavily bloated, even worse than IE does in some procedures.
