from my personal experience with music, I rank Nick Cave and David Bowie quite high on the list. Also Martin Gore, Thom Yorke. Favorite- i have to say Nick Cave.
This said, I will admit I am not familiar with some earlier so called great lyricists, such as Bob Dyllan, Eric Clapton. If i was, my opinion might be quite different

Marilyn Manson has very unique lyrics with a dark perspective, which is refreching in today's music scene. Bob Dylan had a way with words though. Mr. Tamborine Man and The Times They Are A-Changin' blow my mind every time I hear them.

This isn't even close. Bob Dylan isn't that good a singer/guitarist/harmonica player/pianist. But he is the greatest songwriter that has ever lived. Bar none.
edit: Wnenthus, Puccini didn't write his own librettos.
