The large plug at the bottom of the tank is leaking or the valve is worn out.. There are very simple kits for this.. Turn the tank water off.. flush it once to drain the tank.. Then replace the valve stand (you will need some Chanel locks for this) and replace the tank stopper....

Two possible causes. Take the tank cover off and look inside. Is water running into the verticle tupe (called the overflow)? If it is, the fill valve is not shutting off the water. If there is a large metal or plastic ball that operates the shut off valve, you can bend the rod that holds the ball to move the ball downward to, in effect, shut off the water sooner. Try that. If that doesn't fix it, you'll need a new valve. Replacing them isn't too bad if there is a water shut off under the tank.
If water isn't running into the overflow tube, the problem is that the "flapper" valve that opens to let water out of the tank into the bowl is leaking. New ones are about 5 bucks and you can probably install the thing. That operation is almost as easy as falling off a log.

You probably have a worn seal or could just be dirty. Open the Top of the tank and try pushing down on the flapper in the bottom of the tank. If that stops it from running that will proove its is just a seal problem. You can pick up a cheap Kit from home depot to replace a flapper and probably a new gasket too. Instructions on the back should be farely easy or just seduce a male friend to doit for you :p

Last year I replaced the inside tank items and I followed directions very carefully except one item. There was a very small tube (the size you would see in a Hospital) that sets inside a much larger tube. This is at the top part of the toilet, above the water line. Try adjusting that little tube by pulling it out alittle more and see if that is your problem.

Steps
1) Get the cute neighbor and ask him to come check it out for you
If no cute neighbor, try this:
Take off the lid of the back of the toilet
Look inside.
You should see a large black ball floating on top.
Below that, the plug is away from the hole. This water is completely clean, so don't worry. Reach in and put the plug against the hole.

take the cover off and look inside the tank. you will see a chain that goes down to a plug. the chain is likely linked up wrong. what you want is to put a link or two more toward the plug so it has a bit more slack then the plug will drop down the rest of the way each time you flush. this is how ive solved that problem before. your toilet may be different but it cant hurt to try it.

Jiggle the handle. Wait for a few minutes. If the water is still running, take the lid off of the back, pull the chain up, and put the stopper back in place. It's possible the stopper is not sealing correctly, and water is leaking out.

In the tank on the back of the toilet you will see a rubber stopper. That stopper has probably worn out and is not getting a good seal. You can get a new one for about $5.

Go to the hardware store, ask for a new kit for your toilet tank. Follow the instructions to take out the old one and install the new one. It is easier than you would think.
You will need a pipe wrench for sure and possibly a pair of pliers & a screwdriver.
Have them on hand just in case. No harm if you don't use them.

lift off lid. look at parts. if water is going over overfill tube, bend ballcock rod down a bit so float sits lower in the tank. OR. check the flapper on the bottom of the handle chain. press it down with your finger and listen if the water stops. if so, replace that part. usually a cheap fix, and real easy to do. if more help needed, e-mail avjsacy@yahoo.com
