I cannot move these items into a normal folder. I can only throw them away. How come they are locked?

Right click on an empty space on your desktop,go to auto arrange,if there is a check mark next to it your desktop is locked.Click on it to remove the check mark.Now you should be able to move your icons any place you want.

Right click any blank spot on your desktop and select "Arrange Icons by" Deselect lock web items.

You are not authorized to move the icons because you are not a system administrator or because the desktop is auto-placing the icons.

Right click on empty are of your desk top where there are no icons nearby.....>arrange icons....
