MOND theory has no direct application to dark matter except to address the behavior of stellar matter as it passes through "dark matter." Dark matter formation is better addressed with sub-quantum field theories.

I have yet to see a MOND theory that can explain all the observables as well as general relativity does. Dark matter is not such a difficult thing, but explaining gravitational dynamics without GR is.
