The biological reason is to create suction to allow breast feeding when you are an infant, but there are many functions of the lips, which I list below.
Food intake:
Because they have their own muscles and bordering muscles, the lips are very movable. Lips are used for eating functions, like holding food or to get it in the mouth. In addition, lips serve to close the mouth airtight shut, and to hold food and drink inside, and to keep out unwanted objects. Through making a narrow funnel with the lips, the suction of the mouth is increased. This suction is essential for babies to breast feed.
Tactile organ:
The lip has many nerve endings and reacts as part of the tactile (touch) senses. Lips are very sensitive to touch, warmth, and cold.
Articulation:
The lips serve for creating different sounds - mainly the labial, bilabial and labiodental consonant sounds - and thus create an important part of the speech apparatus. The lips enable whistling and the performing of wind instrumunts like the trumpet, clarinet, and flute.
Facial expressions:
The lips visibly express emotions.
Erogenous zone:
Because of its high amounts of nerve endings, the lips make an erogenous zone. Therefore, pretty lips can increase the sexual attractiveness of a person. Whether lips are attractive is dependent on a symmetrical form and a healthy appearance and is also dependent on how full they are.

To make certain sounds...try having her pronounce certain letters without having to move her lips... you'll both have lots of fun..
To talk, also practice some words without having to move the lips..
To kiss, to whistle, use it with other features to make certain expressions on your face!!
I think it's a cute question from an 8 yr old... answer it for her and make it a fun experience...

This is one I dont think one could ever give a straight answer for, Id say add it to your list of things to ask god when you get to heaven. But I guess for me it would look preety creepy if people didnt have lips, plus what would we use to talk out of or kiss?

just because. i guess you can explain to her all of the obvious reasons, like eat, talk, whatever. And I dunno if you are religious or not, but a simple way to answer her, without doing a lot of research, just say, "Because God made us that way."

its like aving eyelids: its to create a seal so dirt and bacteria dont get in to mouth, but provide an access point for food
