This is a two-part question.
1. "Why". “Why?” is a very good question. It has been discussed for thousands of years. Socrates asked Plato. Plato asked Homer. Homer asked Jethro. None of them could answer the question “WHY?”.
2. ”Do Palestinian militants wear black ski masks” Many do. Some wear rainbow patterns.

To hide their identities so other factions won't recognize them.
It also adds to the effect because the victims can't see the faces of their attackers either.

Same reason maybe most special-ops organizations do when carrying out their semi- or illegal work: they want to conceal their identity! Why wouldn't they want to conceal their identities? We do here on Yahoo-Answers, and we're not even trying to shoot each other.
