They never spoke of her again, although they poked fun of that in the soap opera episode at the end, the narrator said, "Where is Donna's sister, Tina?" At least they knew they screwed up. They mentioned this in Wikipedia, about how minor characters get dropped when they're not popular enough. Guess Tina wasn't popular enough for the show. Same for that little girl in Family Matters, various charcaters in Fresh Prince, and in Boy Meets World, Shawn had an older sister and a brother named Eddie that were mentioned once and never spoken again. It's the mistake and slackness of the writing.

Pilot episodes usually drop a character if the tests don't score them high. Look at Richies brother Chuck from Happy Days. Tina just didn't rate high versus the other characters especially with the age difference between the primary characters.

That must be the only episode I didn't see, because I didn't know Donna even had a sister.

They must have decided that the character was not needed to further the plot of the show.
