a girl i know looks like a clown because she just bleached her hair blonde, and just started using make-up. she wears blue eyeshadow, bright pink blush, red lipstick, and a sort of blue eyeliner that goes down to her chin. i accidentally said something referring to this in front of her, now she's mad at me. should i apologize?

Yeah, when you hurt someone's feelings it is nice to apologize.
I would say,
"I'm sorry I hurt your feelings, that was a mean thing for me to say. I know it would really hurt my feelings if I heard someone else talking about me that way. You must be trying really hard to make a style statement. I know when I first started out it was hard for me too. I guess I didn't put it very well but I guess I was trying to say "Maybe you could use some pointers." If you ever want to get together and do a makeover, I would be glad to help. In any case I felt bad that I hurt your feelings. I'm sorry."

Yes, you should apologize, but do not take back what you said. Tell her that maybe she should lighten up on the makeup, switch colors, or go back to her normal hair color. I believe in apologzing, but not taking back what you said if you truly believe it.
