If someoene steals your number you are protected by the card. Any fraudulent charges are removed by law, unless they can prove you made the purchases. Never use a debit card as they are not protected by the laws I just mentioned. If someone uses your debit card, than that money is gone and you will never see it, unless yor bank has something in it;'s terms and conditions, but they will try to weasle out of it.
To actually answer the question, it is only safe if yo have UP TO DATE anti virus and Anti Spyware software installed on your PC.

Some let you use a debit card, some don't. If you see in the bottom-right corner of the internet window, a yellow padlock, its usually safe and secure to buy from.
And they wouldn't just take your money and wouldn't ship the item. A company like Dell or Target wouldn't want to get sued, would they? Smaller companys not very popular are ok, but always check for the padlock!
Debit isn't really safe with a padlock b/c people usually use a debit check card and people can take all your money from your checking account. I haven't use debit cards to buy online because of that worry. Credit cards only charge the total amount.

You can use a debit card if you use it as a credit card(not using your pin) I am not sure how safe it is in regards to hackers and identity thief kinda way. But if you are going to use one a credit card is safer b/c almost all credit card companies will replace all but $50 if not all. With debit cards most of the time up to $700 is unsecured (meaning your bank won't replace it)

Most places have a notification of why it's safe and who makes sure it's safe, such as safeguard, verisign, or even outsourced payment companies such as paypal. Never use your debit card do buy anything, even in real life. At least with credit card, if something goes wrong, its easier to fix. With debit, you loose cash, and you can loose alot since its a direct link to your bank account.

If your card says Visa you can use it and most banks offer the same protection for fraud as a regular Visa. I have bought everything on line using a debit card, including plane tickets and rental cars. Make sure you are on a reputable, secured site.
