look in the phone book under alterations, or even under dry cleaners(sometimes they have a seamstress on staff), ask if they work with leather.

LOOK TO SEE IF YOU HAVE A SEAMSTRESS IN YOUR AREA,LEATHER IS A DIFFICULT MATERIAL TO WORK WITH. OR YOU COULD JUST ROLL THEM AND SEW A CUFF IN THEM BUT THE PROBLEM W/THAT IS THEY WONT LOOK AS NICE.

Find a local commercial or automotive upholstery shop. Take your pants (I assume you mean chaps) to them and show them how you want them altered. You can probably wait while they do it.
