No one here can answer this for you. Only you and your significant other have this answer because your promise is between the two of you. If you don't think it is cheating, but you know that your partner will feel hurt by it, then it is cheating. If you yourself consider it cheating, it is. If neither you nor your partner think there is anything wrong with it, then it isn't cheating. But then why are you asking strangers about it instead of asking your partner?

Yes, it is cheating any time you do anything sexual with someone other than your spouse or significant other. Cheating does not only apply to intercourse. There is even a mentally cheating form.

Yes. Even thinking about another person (other than your spouse or significant other) is cheating on them, because you've given yourself to that other person in your mind...and acted on it by masterbating.

I'd consider it cheating in my relationship. It really depends on the ground rules you have set in your relationship...but generally, I'd say that sounds like cheating to me.
