At first, it sounds like an oxymoron. When we think of "washable", we think of "non-permanent". So to combine "non-permanent" with "permanent", it will read funny:
Non-permanent Permanent Marker.
However, as any innovative thinker would defy conventional thinking, wherever there is a contraction, there is an opportunity.
So it is plausible to think of the following functionality for your "washable permanent marker"
- After writing, it becomes permanent upon drying. It cannot be removed by wiping with a dry cloth or your hands.
- To remove it, you will need to wipe it with a wet cloth.
So, is there such a product? I think there should be. Products today are made to meet certain needs and there is sufficient material science and technology to enable specific properties to be created, for example combining color pencil with water color. You use the color pencils first as you normally would. If however, you add water to it, the color will work like water colors.

I think the others answered this question well especially the person who mentioned oxymoron but I'd like to comment on the fact that this question is under the other pets catagory. Wondering what permanent markers have to do with pets? And now I have 2 more points!

Ya know I have bought permanent markers and it has washed out or at least faded a lot, and I wanted it to stay readable,, so it is confusing to me too, wasable stuff sometimes sticks to the fabric too, so maybe it depends on what it is on.
