No that program ended some time ago. The cheese was not really free. It was cheese that was paid for by US subsidies of it's dairy farmers. Instead of throwing out the cheese, the government wanted to distribute it to people of meager means.

I'm sure they are. Chalk it up to all those agri subidies and policies. We have so much extra milk and cheese its not even funny.
That said, the cheese goes to people on welfare etc. So its not a compete waste.
