My criteria are:

1. The government is reasonable and fair.
2. The people are nice and halfway intelligent.
3. People come before money.
4. It's not uptight.
5. No religious freaks!
6. Tax money is spent on people, not war machines and pork.
7. The government isn't constantly looking for a reason to put people in jail.

I'd say Sweden

Taxes are quite high, but public services are excellent
The people are nice, the worst swearword in Swedish translates as "damn" (or so i'm told)
The state is liberal, healthcare is cheap, there's tax funded childcare - the so-called middle way between socialism and capitalism
Sweden is non-aligned in peace time, and neutral in war time
Only 23% of Swedes believe there is a God
It has the 23rd highest GDP, so it's quite rich too.

However, if any Swedes disagree feel free to say why.

Canada!.....Don't know if all those appy for sure...But it is definitly the best country without a doubt!

And Canada is NOT freezing!...Hahaha...Myth...Its 87 today on parts of Vancouver Island...Never goes below 33 here in the dead of winter....I haven't had more that a a 1/2 inch of snow in my yard in the last 4 years!...This IS Utopia!

New Zealand - They speak a form of understandable English. The women can be understood, the beer is drinkable, best trout fishing on Earth and it is as far away as you can get from George Bush and still speak English.

Gotta be Canada, or one of the scandinavian nations (norway, sweden..etc)

Ive been to all of them and worked for a Swedish firm. All of my coworkers had advanced degrees from U.S. Universities, paid for by their govt (taxes). Healthcare was also covered.
