You can't unless you take care of the moisture that is causing it. If you have cement/brick walls then there is a product on the market (in the paint department of you local hardware store) that will seal the concrete/brick and keep the moisture from coming through. BUT mildew is usually a sign of something wrong. Take care of the root of the problem first. If your walls are not concrete, then its a good sign you got some real issues. Other items in your basement that may have been effected by the mildew can be rid of the smell by being washed in a simple clorox and water solution (if it can take it). You may also want to invest in a de-humidifier to rid the area of the moisture that may be coming in by other means that is causing the mildew.

You can buy a product called Odor Ban that will take care of the smell. It is possible that you have mold growing on your basement walls and a dehumidifier will help tremendously. Mold can make a person ill. If you are experiencing abnormal allergy symptoms, mold may be the reason.

I had a similar situation once. To make a long story short, the smell was a dead mouse inside my wall!

Get a dehumidifier. It will remove moisture from the air in basement.
